It is a specialisation of the [Public Administration] ABB495 from the European Interoperability Reference Architecture (EIRA). All other ABB in this model have to be interpreted in the context of the Focal Public Administration, that is the central unit of analysis. If the FPA is part of a larger organisation, that can be documented here or it can be made explicit in the model by including a ABB495 (Public Administration) stakeholder.
