A [Business capability] is the ability of the [Focal Public Administration] to deliver a service to the public. In the PAAF reference architecture, these are the capabilities of main importance, while all other capabilities are either supporting the [Business capability] or aggregated by it.
[Business capabilities realise the [Course of actions] that result out of a [Public policy] decision, and therefore realise the [Outcomes] that create [Public value] for the [Stakeholders].
Note: the PAAF Business Capability is inspired upon the EIRA [Digital Business Capability] ABB. The difference is that the focus is not only on the digital part of the service, but it includes also the non-digital parts like the work executed by the [Focal Public Administration] staff and direct contacts with stakeholders by means of letters, phone conversations and in-person visits.
