A Requirement represents a statement of need defining a property that applies to a specific system as described by the architecture.
Requirements can reflect specific needs of certain [Stakeholders] and/or specify desired [Outcomes] of strategic goals.
The Requirements detail view gives an overview of all requirements that should be met by services of the Focal Public Administration. In the Motivation view, to keep the view uncluttered, not all details of requirements can be represented. In this detail view, every known relevant detail about requirements can be given, along with any other motivation elements that are to be considered in relation to a specific requirement. For example, assessments that are related directly to a given requirement, or the fact that requirements reflect specific needs of a stakeholder can be represented in this group.
It is good practice to reflect requirements into KPIs, Key Performance Indicators, i.e. results that are expected to be obtained by deploying a service of the Focal Public Organisation.
If a Interoperable Digital Public Service is developed, the EIRA non-functional requirements can be considered as an important guideline on how to implement the service.
